Asha Creche for the Children whose parents are involved in Rag Picking
 
Rag Picking Children Project

The Rag-Picking Project of Asha Deep Foundation is also one of major project supported by Holistic Child Development India. The programme is covering 1100 children of estimated 3500 children of Northeast Delhi who are involved in rag packing. The programme is very successful and approximately 300 children are rehabilitated by synchronizing them in education, vocational training etc. Presently the programme is directly addressing 385 children for more effective impact. The programme is implemented in the Northeast district of Delhi. The main objective of the Programme is to enhance the quality of life of the Rag Pickers children of the North East Delhi-U.P. Border.

Main target group is children involved in rag picking or belong to rag picking family. They are further categorized into different groups. These are:
Children between the age group of 2-5yrs.
Adolescent girls between the age group of 11-19yrs.
Children between the age group of 6-19yrs.

The project is designed in unique activities according to age-group and gender of the targeted beneficiaries. The following components are strategically planned to mainstreaming of the rag picking children:

EARLY CHILDHOOD EDUCATION PROGRAMME (ECEP):

ASHA CRECHE:
This is a very effective programme initiated under the project to keep the children away from the rag picking profession at the early age. Presently ADF is running 2 crèches in the Seemapuri which has enrolled 50 children between the age group of 2-5 years. Presently there are 51 children in the creche. The environment of creche is made child friendly, which encourages the children to come to the centre regularly. The centre is well painted with the informative pictures to make is attractive for the children. The creche provides nutrition, education, recreation and general life-skill to the children. Nutrition supplements such as Fruits, Dalia, Khichdi, Halwa, Upma, Dal, Rice, Biscuits, Toffees and light snacks are provided to the children during their stay in the creche. Regular educational and physical development assessment is carried out by the counselor. The creche has given a new vision to the parents towards their children's development. The popularity of creche has encouraged the ADF to start the second creche in the society. After initiation of Asha Creche 26 children were admitted in nursery classes and mainstream with education process.

DEVELOPMENT PROGRAMME FOR GOVT. SCHOOL GOING CHILDREN:
Asha Deep Foundation motivated many rag picking children to the education system through counselling, meetings and awareness activities. The children are enrolled in government schools. The ADF initiated programmes for these children to retain them in school. The children are provided after-school educational support such as coaching. The organisation is running four coaching centres in the target area to provide the children coaching in subjects like Math, English & Science. During this reporting period 239 children were enrolled in this programme. The most important feature of this programme is to motivate the girls to join the education system. The attendance of the coaching centre was 90% every month.

NON-FORMAL EDUCATION PROGRAMME
The non-formal education programme under the rag picking children project is the most important for mainstreaming of children involve in rag picking. The programme provides education to those children who left education or never been to school. They are motivated & enrolled in non-formal school of ADF. Beside education children are given all the material support for continuous education such as uniform, educational kits, school fee etc. Follow-up of all the children was carried out on daily basis. Presently under the programme 53 children were motivated to join school.

VOCATIONAL TRAINING PROGRAMME:
Vocational Training programme is the most important component of this project. Children who are drop-outs and never been to school and eventually crossed the age of formal schooling are linked with vocational training in order to divert them from rag picking. The programme organises the activity of mobilizing children through meetings and their enrollment in vocational trades of their choice. The organisation has a well equipped infrastructure to provide vocational training to children of who are illiterate and semi-literate. Presently a total of 41 children joined vocational training course in ADF & other local level institutes. The programme also provides training to adolescent girls in Domestic Skills Development. It encourages the adolescent girls to enter advance training as a domestic work-force which is more respectable than rag picking.

PSYCHO-SOCIAL CARE:
The Psycho-Social Care is the new component included to this programme in the year 2008-09. The main reason to start this care was to provide counselling services to the parents and children who live a very tough life. Their job and life is full of problems. The financial and social problem most often leads to depression resulting in decline of socio- economical status. The children living in depression involve themselves in destructive activities and addiction. The proper guidance and support at this stage bring them back to their normal life. The psycho-social care provides a new dimension to shape the life of children as well as parents. The programme has also sub-components for the target groups who are directly linked with the project. Under the programme ne therapy room is established. Screening of children is carried out for their problem and their problem is solved through counseling, Play observation and Play therapy. Skills Development Training for support staff and Life Skill Training of Children is also organised under the programme.

ADVOCACY & LOBBYING:
Without proper advocacy in terms of awareness generation in the civil society, it is highly improper to think of development of children involved in rag picking. At the same time it is also necessary to network with the government officials and service providers to ensure their participation in the development process. The impact of collective efforts and regular demand of defined benefits by the government surely reach the people who need it. Therefore, ADF organizes awareness programmes on Human Rights, Drug De-addiction, Sexual Exploitation, Child Rights etc. The awareness is created through meetings, street plays, seminars and rallies. The organisation always tries to reach out the maximum number in the society through the awareness programme. In this process during the year following activities were organised under this programme.
  • A rally for CHILD RIGHTS was organised in 2009 at A-Block Park, New Seemapuri. More than 500 rag-picking children participated in that programme. Children gave a memorandum of their demand to the Chief Minister of Delhi, Smt. Sheila Dixit.
  • Number of meetings were organised with Chief Minister Sheila Dixit, Minister of Women & Child Development Mrs. Kiran Walia, Chairperson of Delhi Commission of Protection of Child Rights Mr. Amod Kanth and other government officials. Result of the meeting is very encouraging. Assurance from Government department is received for enrollment of children in the school and support for development programme children.
  • Children met Prime Minister of India, Mr. Manmohan Singh and also requested him for amendment in Child Labour Prohibition and Regulation Act which makes a distinction between hazardous and non hazardous activities. The Prime Minister assured them of all possible support.
