| Inclusive Development of Socially Excluded Children |
| |
The project inclusive development of the socially excluded children started in June 2009 with the objective to ensure the rights of children under UNCRC. The project intervention area is F block New Seemapuri. It's a slum which is situated at the border of the north east Delhi & UP. The area is an unauthorized slum and a market of waste materials. There are collection of waste papers, plastic, metal and all that is sold at those shops. The people of this area are mostly migrated from the Bangladesh and neighboring states. 90% people are Muslim and Bengali speaking. The area is very dirty and unhygienic as the people are involved in rag picking. The population of the area is around 15000 and household or jhuggies are nearly 1600 and 350 unauthorized plots.
As the survey conducted by the ADF it was observed that only 19% children are going to school and drop out rate is 28%. The main reason for this educational status was lack of awareness of community people as well as lack of educational facility in the area. The health status of the children was also not satisfactory.
The overall objective of project is to improve the status of most socially excluded children in area with their voices heard and recognized institutionally by formal and non-formal structure.
The specific objective of the project is to socially excluded children benefit from the development programmes, policies and schemes of government, donors and NGOs.
TARGET POPULATION:
The main target population of project is children between the age group of 0 to 14 years.
THE ACTIVITY OF THE PROJECT THE PROJECT AS FOLLOWS:
- Coordination of national activities, research, policy work, advocacy and networking including chairing/attending focus group meetings by IPAP focus group coordinator
- Conduct mapping exercise / desk review of national policies, laws, programs and schemes relevant to social exclusion and children, identifying key gaps in policy and practice
- Network with IPAP partners at state and national level to identify common advocacy agenda and strategy related to Social exclusion and children
- Develop training and communication materials for use in national and state level by IPAP partners
- Host and attend Focus group meetings
- Conduct and publish specific studies as requested by Government of India (Street children, JJ Act etc.)
- Introductory workshops on social exclusion and children
- Design and put in place a framework for evaluating the impact of the project (scale of exclusion)
- Conduct major survey on street children in Delhi as requested by Ministry of Child Development, Government of India
- Awareness generation initiatives related to targeted children, families and communities to combat social exclusion
- Organise training workshops on 'child rights focussing on exclusion at District level for duty bearers(VEC, CPC, health care providers, teachers, ICDS functionaries and PRI members);
- Formation and consolidation of children groups by involving excluded children
- Identification and capacity building of community members amongst socially excluded sections to facilitate awareness and access to various governmental schemes
- Facilitate interaction between children's organisations & structures of local governance and duty bearers at district, state and national level and form task force;
- Awareness generation of media persons leading to formation of a network/core group of sensitized media persons by championing the cause of socially excluded children.
- Train children to generate IEC material, for dissemination through electronic and print media.
MAJOR ACTIVITIES ORGANISED DURING THE YEAR 2009-10:
- A total of 5 introductory workshops on social exclusion and children were organised with Teachers, Community, ICDS, NGOs and Police officers to sensitize the stakeholders on emerging needs & problems of the socially excluded children and to aware them on child rights issues & their responsibilities towards the children.
- Interactive workshop of all the stakeholders was organised to bring all them on one platform on Inclusive Development of socially excluded children through interaction with children and to fill the gap among stakeholders and children through interaction so that right based programme and policies are addressed positively.
- 2 Non Formal Education & Development Centre were established in the community and more than 350 children enrolled in the centre, who later admitted in the government schools.
- A Baseline Study of Community was conducted to assess the level of exclusion of children in the area. As per the findings non school going children were identified for their inclusive development.
- 1 Children groups was formed and their capacity was built through training. A total of 3 workshops on personality development and life-skill were organised to educate them about the child issues. These groups will motivate their peers on education and Rights.
- 1 Peer Group of Children has been formed. Training of these group also been conducted on life skill to motivate them for education and delink them from rag picking.
- 1Child Protection Committee has been formed of community people. There are 23 members in the CPC. Of which 15 are women. The details of members as follows:
Muslim: 16, OBC: 7
- The training of CPC have been organised to educate them about the roles and responsibility of Committee. The CPC is functioning very positively. It is conducting meetings and identifying the problems of community and helped in admission of children in school.
- Gender Sensitization Training with community people were organised to sensitize them about the gender issues and to reduce the discrimination in the society.
- 4 Medical Health camps were organised in the community to make them aware about their health needs and increase their accessibility to health services. A total of 1259 people including children availed health services. More than 300 people availed counseling and referred to government hospitals.
- A total of 16 street plays were organized in the community on education, health, government scheme, child rights and child protection to aware them about the child issues.
- Networking with government officials such as education director, Sarva Shiksha Abhiyan, School. The response is very positive. Children were enrolled in the school. School Teachers are now more positive towards these children. Official of SSA and Education department regularly visits the area to find out the non-school going children.
- The sensitization and training of ICDS officials is also carried out. The officials are now taking interest in for registration of children and women. Pregnant and lactating women have been registered in Angan Wadi Centre.
- Monitoring Indicators for evaluation of the project has been developed as per the proposal.
- A Major survey of Street Children has been initiated and the study has been awarded to Institute of Human Development, Delhi.
- A Drawing competition of children was organised to aware media about the child rights. The event was organised at Jantar Mantar. Further they gave a memorandum to Prime Minister, Chief Minister and the President of India.
- Photo Journalism of the children has been organised to develop their awareness about the child rights. Children were trained and allowed to take photographs they feel the violation of child rights. The photographs will be displayed at the photo exhibition.
- A document of Government Programme and schemes has been developed and community was sensitized about it and how they can avail the facility.

- Sensitization of Media People about the exclusion.
- Interactive workshop of all the stakeholders and children to bring them on one platform.
- Major survey on Street Children in Delhi.
- Posters and pamphlets will be developed to aware the community about the government schemes and programmes.
- Workshop on child rights focusing on exclusion at district level for duty bearers.
- Training with socially excluded children on life skill
- Medical and de-addiction camps.
- Seminar for creating Awareness on government scheme with community.
- Panel discussion of local duty bearers and excluded children on Task force formation at district, state & national level.
- Train children to generate IEC material, for dissemination through electronic and print media.
- Training of adult group on right based issues.
- Training of community people on gender.
- Linkage of Child Protection Committee with Education, Health, Women and child development, MCD, NGO's working for children.
