| Night Shelter for Homeless |
| |
Introduction:
There is moderate number of homeless population in Delhi. They live under the shivering cold nights during winter. The death toll due to cold get increases during this period. The Delhi government has decided to increase the number of night shelters this winter. This year, the city has 148 night shelters - 64 permanent and 84 temporary. The number is a healthy increase from last year's 27 permanent night shelters, along with temporary shelters. The 64 permanent shelters can house up to 9,082 persons. Further, starting this year the night shelters, popularly known as Raen Basera, will be run by the newly formed Delhi Urban Shelter Improvement Board (DUSIB). Till last year, the Municipal Corporation of Delhi used to run the shelters. The DUSIB has allocated funds to provide civic amenities. The money provided by the government, is used to upgrade the facilities at these shelters like by buying blankets, pillows, medical facilities, etc.
A total of 84 temporary shelters have been set up in certain areas, where the concentration of homeless people is very high. The temporary homes, meanwhile, have been set up at high density areas like Yamuna Bazaar, Yamuna Pushta and Jama Masjid.
Non government organisations have been roped in to oversee operations and conduct surveys by DUSIB. In this process ADF is awarded a night shelter by the mother NGO St. Stephens Hospital at Vishwas Nagar, where the density of rickshaw puller is very high. The Night Shelter has started functioning from 5th December 2010. It has capacity to provide shelters to 50 people. The ADF has equipped it with all the facilities such as water, sanitation, electricity in co-ordination with the revenue department of MCD. Presently 50 people are regularly visiting the shelter. The shelter is well managed by the staff. The Hygiene and Cleanliness is major area which is taken care of by the staff. The following services are provided in the night shelter at Vishwas Nagar:
- Night Shelter with beds and blankets
- Health Services
- Nutrition facility
ADF is planning to provide more facility such as skill development programme, training on health issue and recreation facility. Since it is just beginning of new process, it will provide more relief to the homeless population of city.
