INTRODUCTION

There are many children engaged as child labour in the metal ware industry of Moradabad. Larger numbers of children drop out from primary schools and are vulnerable to exploitation, abuse, and neglect.  Moradabad supplies more than 80% of the total metal ware/brass ware exports from India. The socio-economic profile of the slums reflect high density of socially backward (SCs and OBCs) population, low literacy rates, high infant mortality, and nearly half the population living below the poverty line  The metal ware industry is highly labour-intensive, traditionally household based involving all members of the family, including children. Moradabad is amongst the top ten districts of UP having a very high number of child laborers, with a reported number of 56,458 working children.  The main components of this project are Empowerment through enabling processes and creating a protective environment. Women, including mothers of working and out – of – school vulnerable children, from marginalized families are empowered to take collective action and ensure the protection of vulnerable children. Children’s participation and community awareness at the grassroots are encouraged and so would the Government’s proactive involvement in ensuring the rights of children. The project is started in October 2010 with the support of UNICEF.

BJECTIVES OF THE PROJECT
The immediate objectives for this child rights project are:

  1. Awareness raised and capacities built of stakeholders and duty bearers for the promotion of child rights and the protection of children against violence, exploitation, and abuse.
  2. 3,200 children have access to quality education.
  3. 2,656 women, including mothers of working children, socially empowered.
TARGET AREA:

The target Area is 22 mohallas which come under 6 ward councils of Moradabad city.

TARGET POPULATION:

The target population is children below the age group of 14 years, women and adolescents. 

ACTIVITIES:

  1. Development of Action Plan in 22 slums.
  2. Life skills and child rights orientation programme for adolescent girls and boys
  3. Organization, sensitization and training of women to act on social leadership skills in 22 slums
  4. Formation of women groups and exploring linkages with financial schemes
  5. Mapping of all the primary schools in 22 slums of project area for new enrollment and support the district education department to enroll children in all schools in project areas
  6. Support in promotion of inclusive education strategy for all govt. primary schools in the project area
  7. Stakeholder Analysis & progress evaluation
  8. Field Level Monitoring & technical support
  9. Networking with social groups/other civil society partners/religious leaders/community leaders/business houses to ensure convergence of action and joint advocacy events for improved service delivery in project areas
  10. Regular review meetings and reporting to the district administration on progress made, lessons learned and challenges faced and participation in quarterly monitoring missions undertaken by the district administration in project areas.

CONCLUSION:

The programme is at the initial stage. Presently the staff induction for the project has been carried out. The capacity building of the staff has been conducted at ADF and UNICEF level for successful implementation of project. The ADF has established an office at Moradabad City. At present the survey and mapping of area is going on to maintain a data base for the project implementation.
